What does the 'Status' field do on the SkillsCheck settings page?

The 'Status' field effects how a user can be enrolled in a SkillsCheck - 

Locked - Use this setting allows users already enrolled in the SkillsCheck to finish it but no one else can be enrolled in the SkillsCheck. This is a good way to phase out a SkillsCheck without removing the requirement for existing users enrolled in it to finish it. 

Active - Allows users to be enrolled in the SkillsCheck without attaching it to a course. Users can be enrolled via the Edit Enrollments page.

Inactive - The SkillsCheck is not available to be enrolled in.
